Unfortunately not no, Richgro 2.5kg Organics Nitrogen Growth Booster needs to be applied granularly in the soil of the plant. I had called to ask Richgro this one and they've let me know that they haven't done the study on this product to see how it breaks down in a water solution and how it disperses the Nitrogen through to the plant itself.
While I don't have a specific product recommendation, there may be something in our Liquid & Soluble Fertiliser range that might be better suited to this purpose
